Locations

The Poultry Federation represents the poultry and egg industries in Arkansas, Missouri and Oklahoma. Our headquarters are located at 321 South Victory Street, Little Rock, AR 72201. We are less than a block away from the State Capitol's front steps and minutes away from downtown Little Rock. We love visitors, so come visit us any time.

Our Oklahoma office is located in Oklahoma City. Working out of the Oklahoma office is the director of our Oklahoma Operations, Tyler Norvell. If your company is based in Oklahoma or you are interested in learning more about TPF, give us a call at (405) 219-9595.


Blake Rollins

Blake Rollins is President of The Poultry Federation, bringing extensive experience in agriculture, public policy, and advocacy. Prior to joining the Federation in 2025, he was the Chief Administrative Officer at the Missouri Farm Bureau and previously held leadership roles at the USDA, including Deputy Chief of Staff. A native of Arkansas, Blake holds a Master of Laws (LL.M.) in Agriculture and Food Law and a Juris Doctor from the University of Arkansas School of Law. His deep industry knowledge and strong network of relationships support The Poultry Federation’s mission to promote and protect the poultry and egg industries in Arkansas, Missouri, and Oklahoma.


Holly Duval

Holly Duval is the Director of Marketing & Business Development for The Poultry Federation (TPF), a role she has held with dedication since joining the organization in 2014. Celebrating a decade of service in 2025, Duval has been instrumental in leading TPF’s business development initiatives, as well as overseeing marketing, communications, and media relations across Arkansas, Missouri, and Oklahoma.

With a strong foundation in marketing, advertising, social media, and sales administration, Duval brings a strategic and creative approach to promoting the poultry industry and supporting TPF’s member organizations.

She holds a Bachelor of Science degree in Marketing Management from Arkansas State University in Jonesboro, AR.

Holly lives in Russellville with her husband, Charlie, and their beloved pack of dogs—two spirited French Bulldogs, Junebug and Jimmy Dean, along with their loyal English Pointers, Bella Baby and Dusty Rose.


Annie Hounsel

Annie Garner

Annie Garner is the Business Operations Coordinator for TPF. Garner is a Texas native and has been in Arkansas for the past 6 years. Annie received a Bachelor's Degree in Political Science from Henderson State University in Arkadelphia, AR. Garner has been a Court Appointed Special Advocate for Faulkner County for 3 years and served as the Community Impact Director for the United Way of Central Arkansas.

Annie resides in Little Rock with her husband Kevin, daughter LJ, and their black lab Tusk and their golden retriever Tilly.


Kylie Garrity

Kylie Garritty

Kylie Garritty serves as the Office Coordinator at the Poultry Federation, where she supports the organization’s mission to advance and advocate for the poultry industry. With a background in public relations and client education in the tech space, she brings strong communication and organizational skills to the role. She is passionate about bridging tradition with innovation and helping the Federation maintain its commitment to excellence.


Tyler Norvell

Tyler Norvell is The Poultry Federation’s lobbying representative in Oklahoma City, OK.  Tyler has worked in the agricultural industry throughout his entire career and has detailed knowledge of the issues facing various aspects of agriculture in Oklahoma, as well as nationwide.

Tyler is the Executive Director of the Oklahoma Youth Expo the, "World's Largest Junior Livestock Show," an event which draws participants from all of Oklahoma's 77 counties. Tyler is also the president of Norvell Consulting, LLC.

After receiving his Bachelor’s of Science degree in Animal Science from Oklahoma State University in 2006, he began his lobbying career as a Legislative Liaison for Oklahoma Farm Bureau. He was promoted to Farm Bureau’s Vice-President of Public Policy where he managed the policy development and lobbying efforts for the state’s largest grassroots agricultural organization.

Tyler currently resides in Tuttle, OK with his wife, Beth, and their young daughter, where he is actively involved in his family’s farming operations.
